Cities facing rapid growth struggle with informality and housing affordability. In a program led by Fitted Projects co-founder Patrick Lamson-Hall, nine secondary cities in Uganda, Ethiopia, and Somaliland made simple plans for urban expansion on their peripheries, covering areas up to five times their current extent.

The plans use straightforward infrastructure and public space to produce an urban fabric better able to handle climate change and to support an integrated metropolitan labor market. They account for groundwater, flooding, topography, and environmental assets, as well as the existing prevalence of informal development, and they were calibrated against observed population growth and land consumption so that fast-growing cities get a stable framework that is simple to implement.

The plans have been adopted, and arterial roads are being opened in the planned expansion areas.
